Chehebar & Deveney LLP was founded in 2005 as a spinoff of Kellner, Chehebar & Deveney, a firm established in 1982. Our corporate practice involves real estate financing and development, zoning and land-use planning matters, the formation of new businesses, representation of established companies, corporate financing, mergers and acquisitions, cooperative and condominium conversions, and commercial and residential loan work. We also represent clients in civil litigation in all state and federal courts in a broad range of real estate, corporate, commercial, and bankruptcy matters, and in regulatory proceedings before and litigation with the Office of the Attorney General of the State of New York and other regulatory agencies. Recent matters have involved the successful resolution of actions brought by the Attorney General against the owners of six cooperative corporations in New York City and the re-institution of coop sales in all affected buildings.
The firm has also recently resolved protracted litigation and negotiation on behalf of a large homeowners’ association in Suffolk County against the developer of the parcel and has completed the only “pre-packaged” bankruptcy proceeding ever brought by a hospital, Massapequa General Hospital, in New York. The firm’s real estate practice includes representation of buyers and sellers of residential and commercial real estate properties, tenants and landlords in residential and commercial leasing transactions, sponsors in public offerings under the New York Martin Act, and litigants in real estate disputes.
The firm’s corporate clients have included a major national private mortgage insurer headquartered in the Midwest, the owner of 100 + residential apartment buildings and hotels in New York City, a closely held major financial investment company with its main office in Manhattan, a law firm requiring a long term commercial lease in New York. All have real estate issues ranging from ownership and leasing of commercial and residential property to representation on issues being considered before the New York Attorney General. Our individual real estate clients include major players in the New York high-end residential market, many of whom are theatrical names instantly recognizable and many of whom require legal representation on multiple transactions. These clients range from directors of television and motion pictures and the Broadway stage to actors and playwrights…one the author of a current major Broadway production.
Other individual real estate clients are investment professionals and attorneys who value the expertise offered by a group of lawyers with a common professional background. Still, others are repeat buyers and sellers of real estate with long professional relationships to the firm’s principals dating back over twenty-five years. The firm is also favored with referrals from a number of high-end residential brokers from the major brokerage firms handling transactions in Manhattan, eastern Long Island, Florida, and the Caribbean.

Charles Chehebar
CHARLES CHEHEBAR has extensive experience in real estate transactional and development work, general corporate matters, formation and financing of start-ups, acquisitions and divestitures of private and public companies and corporate reorganization and arbitration, and is frequently retained as a negotiator in complex contract matters. Mr. Chehebar is an honors graduate of Dartmouth College and the University at Buffalo Law School. After law school, Mr. Chehebar was associated with Dewey Ballantine and worked principally on general corporate and real estate matters, and commercial litigation. Mr. Chehebar grew up in Egypt and central Africa and is fluent in French and Arabic. He is a member of the New York State and American Bar Association. From 1982 to 2005, Mr. Chehebar was a principal in the firm of Kellner, Chehebar & Deveney in New York City.

John Patrick Deveney
John Patrick Deveney attended St. Joseph’s College in Wisconsin and received a Master’s degree in history of religions from the University of Chicago. He attended the State University of New York at Buffalo Law School, where he was first in his class and an editor of the Law Review and editor-in-chief of The Sea Grant Law Journal. His article in the latter journal is the definitive treatment of questions involving ownership and use of the “foreshore” in New York and has been repeatedly cited by courts addressing land use adjacent to navigable waters. Upon graduation, Mr. Deveney was a law clerk for the Hon. Charles L. Brieant, United States District Judge for the Southern District of New York, and then became associated with the firm of Dewey Ballantine, where he was principally involved in product liability litigation. From June 1980 to August 1982, Mr. Deveney was an Assistant United States Attorney in the Eastern District of Louisiana (New Orleans), where he had an extensive trial practice. Mr. Deveney specializes in commercial and real estate litigation and is frequently retained by homeowners’ associations, real estate developers, and cooperative and condominium boards in connection with complex real estate transactions. From 1982 to 2005, Mr. Deveney was a principal in the firm of Kellner, Chehebar & Deveney in New York City.

Neil McCarthy
